This paper presents the safety management system for small air carriers. Safety manage¬ment system is a crucial process in the establishment of the operator itself and in defining its perfor¬mance targets. In order to understand safety management, it is necessary to consider what is meant by safety. Depending on one‘s perspective, the concept of aviation safety may have different connotations. Depending on the perspective of the observers, the aviation security concept may have different connotations. It is not possible to achieve 100% security level. It is not possible to guarantee absolute security for both individual and systemic human activities. Security should be classified as a “common culture” of behavior within the operator itself. There must be a clear line between acceptable and unacceptable behavior. Properly designed and objectively tailored, Safety Management System should enable an op¬erator to identify hazards well in advance, implement mitigating measures and to reduce a risk, which hasn’t even occurred yet, to a level, certainly acceptable for an operator.

The paper deals with the costs calculated with the rent, the costs calculated without rent, 10-year increase in cereals yield, 10-year price increase, the increase of pari¬ties for production materials and combine harvesting, deterioration of business conditions and other factors that affect the profitability of conducting business in this sector of crop production. The subject of this study is price calculation on farms in Vojvodina in the period from 2007 to 2017. In order to ac¬complish the task of the study it was necessary to apply different methodological procedures, including the following methods: analytical-synthetic method, abstraction and concretization, generalization and specialization, comparison and classification, generalization and statistical methods. HIGH-ENERGY INTENSITY PROBLEMS IN THE REPUBLIC OF SERBIA

Lidija Madžar
Faculty of Finance, Banking and Auditing – „Alfa BK” University, Belgrade, Serbia
Energy efficiency is crucial to ensuring a safe, affordable, reliable and sustainable energy system and is an important component of all efforts to reduce greenhouse gas emissions (GGE). It is also the fastest and cheapest way to solve energy, environmental and economic problems and challenges. In the context of facing increasing demand for energy, unstable prices, energy supply disruptions and environmental issues, the European Union (EU) has set ambitious energy saving targets of 20% by 2020 and of 30% by 2030, by directing its energy efficiency measures towards those sectors where there is the greatest potential for savings. The energy sector is one of the areas of strategic importance for the future development of the Republic of Serbia (RS). Bearing in mind that Serbia is a candidate country for EU membership, the strategic direction of its energy sector development is largely determined by the undertaken international obligations, with a special emphasis on the Energy Community membership and the EU accession process. In this sense, the country has accepted the obligations related to increasing energy efficiency. The paper analyses the relative and absolute energy intensity trends in order to determine the general trend and dynamics of energy efficiency in Serbia in the period from 1990 to 2015. The paper points out that Serbia, in terms of energy intensity, is lagging behind many EU countries, as well as for some in the region, and gives recommendations for taking measures that would increase energy efficiency in the country.

Technological unemployment, a phenomenon that has been relevant for decades, is now reaching a new dimension. There is a growing number of discussions about whether technology is the main culprit for the rising trend of unemployment rates around the world, therefore, the paper dis¬cusses the impact of technological changes on the labour market. We conducted a survey in Slovenian companies with more than 100 employees in order to find out their view on replacing workers with technology, as well as the reasons and consequences of new technology. We discussed the results of our research and the views, findings and suggestions of various authors. We have found that technological unemployment is not a simple problem, as this phenomenon is intertwined with various issues, and that technology presents various dangers which may at first seem less visible.

It affirms the development of regions and lo¬calities, and what is particularly important, in the conditions of the global problems of most countries with a large number of unemployed, is employed by the local population, mainly young and educated people. Tourism of the Republic of Serbia has great potential, given the natural resources and geopo¬litical position of the state. The paper presents the marketing research of the spa tourism potential of the Republic of Serbia, as well as the possibilities of its regional and global (re) positioning. Within the conducted research, the needs, wishes and opinions of two groups of foreign tourists – respondents: Russian – 160 and German – 240, were analysed in the period from 20 March 2016 to April 15, 2017, which were beneficiaries of spa tourism services of the Republic of Serbia. The results of the conducted research provided information of significance for the development of both the spa and the entire tour¬ism of the Republic of Serbia. Foreign users of Serbian spa services: mostly older people (although there are not a small number of young people) with some type of illness (most cardiovascular and spondylo¬sis); Numerous additional spa and out-of-premises facilities are expected; They want a healthy nature and a peaceful environment; The best source of information about a particular tourist destination for them is its personal stay and recommendations from friends; There are Serbian spas with which they are more, less or even at least familiar; The main reason for the arrival of foreign tourists are high quality of thermal water, prices of spa services and healthy climate; And all of these things should be a significant guide in the design and implementation of the policy of further development of Serbian spas, and the creation of a competitive marketing strategy.

ONE VIEW OF A BASE OF THE ENVIRONMENTAL PROTECTION ISSUES TO INDUSTRIAL WASTE TREATMENT MANAGEMENT

Milun Kokanović, Ivana Ilić, Radoljub Tomić
Faculty of Strategic and Operational Management, Belgrade, Serbia
The paper presents the research framework of questions, models and possible solutions that should be taken into account in order to define and establish an integrated system for managing industrial hazardous and inert waste generated in the process of industrial production of facilities-products, processing and techno-metallurgical treatment of materials. Here, a specific case was ana¬lyzed regarding the IHP „Prva petoletka” HCO – Trstenik (PPT), in the period when the company operated according to market principles and generated revenues and profits. So, everything has been real here, at the level of perceiving the concrete situation of a company that operates and exists in a real environment. The established ecological policy and ecological goals had been evidenced. Process algorithms are presented with appropriate activities at the level of management of solid hazardous and inert waste, wastewater and management of used oils that represent hazardous waste – a valuable raw material. Reporting of the waste to the Recycling Agency is the significant thing at implementation of waste management in the Republic of Serbia in order to protect the environment and implement the provisions of the Basel Convention in our country. An industrial landfill in a sanitary-utility landfill in Trstenik is a dumped waste that could not be recycled and reused. Waste management in the PPT has been carried out yet as responsibly 25 years ago according to the specifics of the company and the requirements of the legislation. In the meantime, the system has maintained and upgraded in line with observed irregularities and changes in legal acts.
