RELATIONSHIP BETWEEN ENVIRONMENTAL LAW AND ENERGY LAW

The connection between energy law and environmental law is reflected through the influence that the field of energy, i.e. subjects of energy law, do their activity on the environment. The fact we’re having in mind that energy activities (production, transport, consumption, storage…) continually disturb the environment. The aim of this paper is exactly to point out the connection between the use of energy and the adverse effects that these activities cause during their normal performance, which is sometimes tolerated for economic or other reasons, although through their effects in the long term may be detrimental. In this regard, the paper analyzes connection between energy law and environmental law by analyzing the terms, sources and principles of these two branches of law. Comparing the regulations between one and the other area of law, it concludes that the legal acts which regulate the field of energy, emphasize the requirement for respecting the regulations of the environmental protection, which indicates the connection between of the areas that are the subject of research. In this regard, when the competent authority makes decisions which are related to the one of the foregoing areas, it must also have in mind, i.e. consult regulations from another area too, which indicates the need for an integrated approach. Certainly, the field of energy is not the only polluter of the environment, but the overall influence of primary and secondary sources of pollution in this field, which are the consequences of the necessity of production and consumption of energy, it is not negligible.

HOLISTIC LEADERSHIP OF MODERN INNOVATIVE ORGANISATIONS: MODEL TRAUTIN – L

Holistic leadership, based on model TRAUTIN – L, in the ambient of innovative culture, is a strategic tool for activating creative potentials in modern innovative organizations. Empiric research, in a sample of eighteen innovative organizations in Serbia, confirmed that transformational, authentic and innovative leadership are at a high and a very high level of development. A very high level of development of the management competencies for holistic leadership is a reflection of the highly successful innovative organizations, which are the innovative leaders in their branch. In the framework of the quantitative paradigm, by using standardized instruments of research, the strategic role, as well as the complementarity of holistic leadership based on model TRAUTIN – L was confirmed, with very highly developed innovative culture of successful innovative organizations.

CONNECTIVITY AND CONDITIONALITY OF BUSINESS COMMUNICATION AND NATIONAL CULTURE IN INTERNATIONAL ORGANIZATIONS WITH A SPECIAL REFERENCE TO THE UNITED NATIONS

In order understanding casual conection and other relations and significance of good business communication and national culture in multi-cultural organizations, with reference to international organizations it is necessary to understand the key concepts of national culture, but also corporate culture and the model by which they occurr. Therefore, the second contextuaal factor which is essential to understand is organizational culture which has an important role in influencing on attitudes and values which the members of organization share, what in return affects on their commitment to work and its practices and affects on their‘s and organization‘s performances. Culture is defined as a set of unwritten code of conduct, or norms which are used for shaping and guidance of individual, and which the employees share as part of organization members subset and hand over to new members of the company. When the organization has strong culture which supports it’s goals, members of organization have higher probabilty to cooperate, to be loyal and tolerant. First contextual factor, the natonal culture is present in all processes within organization, like leadership, employee motivation, employee control, conflict resolution ect. Also, there is close connection and conditionality of business communication and national culture primarly in international organizations, respectively in organizations where are members of different nations. Exactly that connectivity and conditionality are subject of research in this final work.

GEOHERITAGE OF SERBIA IN THE FUNCTION OF DEVELOPMENT OF INCENTIVE TRAVELS AND BUSINESS TOURISM

Incentive travels make an important segment of business tourism. They are focused on creation of unique experience for different managerial categories, comprising various, yet unique resources in the process. In most of the cases, geoheritage is observed from the aspects of geology and geography. The concept of geo-tourism identifies geoheritage as an important resource which can be market valued through incentive travels as well. Incentive travels demonstrate different properties depending on the segment profile to which a destination is assigned. This paper presents characteristics of incentive travels and possibilities to combine them with geoheritage.

MANAGEMENT OF ECONOMIC AND CULTURAL CONTENT OF THE PLANNED TOURISTIC PROJECT “TESLA-VILLAGE”

This paper presents the ethno-touristic project “Tesla-village”, based on outlines and key elements of cultural tourism. We are analyzing this project from the aspects of project guidelines in project management for cultural tourism, provided by UNEP and World Tourist Organization. Tourist management through new project “Tesla village” unite several touristic monuments and contents of different aspects of tourism. According to new trends in cultural tourism, Tesla-village project unites existing historical, spiritual and archeological aspects, but also introduces new additional contents, such as scientific, business and economic touristic offer.

WHERE IS MATERIAL CRIMINAL LEGISLATION OF REPUBLIKA SRPSKA GOING TO

In this paper the author is analyzing some characteristic solutions brought by the new 2017 Criminal Code of the Republika Srpska. It is about some institutes dealt with in its general part including: prohibition to drive motor vehicle, joinder/concurrence and continued criminal offence in addition to criminal offences dealt with in its special part, which were defined as independent criminal offences in the previous Criminal Code of the Republika Srpska, while now they underwent significant changes and lost their independent character by being merged with other criminal offences. These changes relate to the criminal offences of theft, forest theft and robbery which deviate from decades-old established principles and standpoints of legal science and court jurisprudence. We expect these solutions to attract noteworthy attention of legal science and professional public as we also expect its practical implementation to cause some dilemmas. Convinced that some of these new solutions are unnecessary, and others incomplete and vague, by this paper we want to draw the attention of the scientific and professional public aiming at creating an opinion on whether or not is necessary to adopt such solutions and where this approach to changing one of the most important material systemic legislation is leading.

The achievement of competitive advantage and better positioning of business entities on the market can be able to be in cooperation between SMEs and inventors (authors of patents). The preliminary research results of the proposed model of possible cooperation SMEs and inventors are presented. In the subject sense, the authors, through forward-looking discussions tried to draw the attention that in the field of innovation management, and at the level of engineering management, it is necesary to solve multidisciplinary problems, from the perspective of technics, technology, economics,law, intelectual property etc. The possibilities for satisfy sustainable action wit innovation operationalization are presented according to situation in republic of Serbia.

ECONOMIC GLOBALIZATION AND GEOECONOMIC RELATIONS

Until the beginning of the nineties of the last century globalization as a term has never or very rarely figured in literature, media and everyday life. The very name of globalization, according to E. Gidens, “came from nowhere” and today it is a key topic in the deliberations of contemporary economic, political and other events. Globalization has become a part of the lives of all of us, on the whole planet, just as the name itself says. It is no longer a phenomenon that happens somewhere outside, separate from us, or to someone else. It is very important to see that this is a process, and this process is taking place right here (everywhere) and right now, and it strongly influences the intimate and personal aspect of each of our lives. This paper aims to highlight the particular economic globalization and geo-economic relations that prevail in the world and show the tendency that such processes will continue in the future.

CRIMINAL-LAW AND CRIMINALISTICS ASPECTS OF DISTINGUISHING PEOPLE SMUGGLING FROM HUMAN TRAFFICKING

In general public, including the media, people smuggling is often identified with human trafficking or the significance of the essential differences between these two criminal phenomena is insufficiently highlighted. If comparing these two, differences in the criminal-law sense are most frequently pointed out, as they are standardized and, in that sense, incontestable. When it comes to expert and scientific public, criminological and criminalistics aspects of these criminal phenomena are of great importance for proper creation and implementation of crime prevention policies. They partly coincide, but they differ in a greater extent due to their specificities, as indicated in this paper. Bearing in mind that the criminal-law aspects play an important role in defining these specificities, the authors based their comparative analysis on the example of the Criminal Code of the Republic of Serbia, with the aim of providing a comprehensive analytical review of essential similarities and differences between the two related forms of criminality that have been present in different epochs of human existence, and which have become even more topical with the mass migrations in the recent years.

KAIZEN AS THE ELEMENT OF OVERALL MANAGEMENT QUALITY CONTROL

Kaizen is defined as business and management philosophy which represents gradual and continuous improvement of the work organization manner, product quality and services, processes and corporative culture as a whole. For meeting these terms knowledge is necessary, and not only in theory, but in practice as well, i.e. experience, the will to apply the available knowledge in solving perceived problems and faith that every business problem is possible to solve with one’s own creative potential. Applying the Kaizen philosophy is very suitable for small, medium and large companies for several reasons. Some of them are including employees in business dealings and generally extracting ideas, innovations and developing strong relations between employees and the company, reducing waste to the lowest level, simpler function performance, etc. As a research problem the paper deals with damaging and unuseful activities in company business dealings which are usually not noticed, which makes management quality control more difficult, and which represents the key link in business dealings of any company. One of the main Kaizen concepts is restructuring and organizing even the smallest part of a business system, which is the basic precondition for top efficiency.

DESIGN AND OPTIMIZATION OF POLICE ORGANIZATION ACCORDING TO THE COMMUNITY POLICING CONCEPT

Community policing concept brings a new model of organization, content and methods of work of the police. The basic idea of this concept is the cooperation of the police and citizens in solving security problems of the community, starting from the citizens, their needs and their expectations. In order to implement a new philosophy of police work, it must be supported by the entire police organization. Community policing is not just a change of form, it is a long-term and demanding process, thus it requires serious adapting of each element of the police organization to the vision, mission and new values that this concept carries. Police organization has to adapt towards building trust between police and citizens, as well as to a flexible and decentralized approach to crime prevention work in accordance with specific security problems of the local community, in order to be able to act directly, concrete, appropriate, and in a timely and humane manner at any place where security reasons require it. The realization of the community policing concept will be examined in the light of the influence of constitutive elements of the police organization. These are: /1/ goal, /2/ human resources, /3/ organizational structure, /4/ legal basics and /5/ material-technical resources.

LEGAL ASPECTS AND PROTECTION OF POLITICAL ELITE

The Ministry of the Interior of the Republic of Serbia has defined police tasks in in the fifth chapter The Police Actions, which reads the Police Affairs, Types of Police Affairs in Article 30 of this Law, Counts 2 and 8, Article 2 “Security Protection of life, rights and freedoms of citizens, protection of property as well as the support of the rule of law “(Police Law 2018) and Article 8 “Provision of certain public gatherings, personalities, bodies, facilities and space” (Police Law). In carrying out police tasks, the police comply with national standards of police procedure, the requirements set by laws and other regulations and acts of the Republic of Serbia, as well as international treaties and conventions adopted by the Republic of Serbia. The police are taking measures to achieve the highest standards and the Police Law foresaw the concept of internal affairs where Article 2 states: “Internal affairs are statutory tasks of state administration, performed by the Ministry, whose implementation accomplishes and promotes the safety of citizens and property, provides support for the rule of law and ensures the realization of human and minority rights and freedoms provided by the Constitution and the law, as well as other tasks related to the determined scope and competencies of the Ministry “(Police Law 2018) According to the Police Law, Article 3 describes the concept of the Police, “The police is the central organizational unit of the Ministry, which, in carrying out internal ie police affairs, protects and promotes the safety of citizens and property, respecting the Constitution, guaranteed human and minority rights and freedoms and other protected values in a democratic society, with the possibility of the use of means based on the Constitution and law. “(Police Law 2018)

The economics growth depend on long term credit policy and this policy could be very costly. Further to higher costs of lending capital result could be lower capital accumulation, slower economic growth and stronger needs for welfare. That is why some new economic approach with stronger impact of government institutions. These institutions would be dedicated to preserve stronger economic growth and lower need for social welfare.
